Relevant to the Director of Supply Chain and PMO, the manager is responsible for leading a project management team and overseeing a portfolio of complex and cross-functional projects at local, regional, and international levels. This role aims to ensure alignment with the company's strategic objectives, strengthen project governance, and promote a culture of continuous improvement. The manager supervises a team of Project Officers, providing mentorship, performance monitoring, and ensuring consistent application of project management methodologies and tools.

Responsibilities & Tasks

  • Lead and develop the PMO function, including methodologies, tools, and reporting standards.
  • Manage a strategic project portfolio across multiple business units, ensuring alignment with organizational goals.
  • Provide leadership and guidance to the Project Officers team, including performance management, coaching, and professional development.
  • Establish and maintain best practices, models, and tools for project management to ensure consistent and quality delivery.
  • Oversee the entire project lifecycle, from initiation to closure, respecting deadlines, budgets, and defined scopes.
  • Collaborate with cross-functional teams (R&D, Supply Chain, Production, Quality, Regulatory Affairs) to support new product launches, site transfers, and process improvements.
  • Monitor project risks, dependencies, and critical paths, implementing mitigation strategies.
  • Produce executive-level performance reports on projects and portfolios (KPIs, resource utilization, risk assessment).
  • Lead continuous improvement initiatives within the PMO and project delivery processes.
  • Ensure project activities comply with Good Manufacturing Practices (GMP) and regulatory requirements.
  • Support strategic planning and budgeting processes by providing data-driven analyses from project and portfolio data.

Skills, Knowledge & Abilities

  • Strong leadership and team mobilization skills, with the ability to influence at all levels.
  • Excellent understanding of project management methodologies (Agile, Waterfall, Hybrid).
  • Expertise in manufacturing and packaging processes according to GMP standards (solid, semi-solid, liquid forms; sterile experience is a plus).
  • Proficiency with project management tools (e.g., Sciforma, ASANA, Microsoft Project, SAP, Tableau).
  • Excellent communication, presentation, and stakeholder management skills.
  • Analytical mindset focused on problem-solving and continuous improvement.
  • Ability to manage competing priorities in a dynamic and regulated environment.
  • Bilingual in French and English; the role requires collaboration with regulatory authorities outside Quebec, suppliers, and clients outside Quebec, and documentation in English.
