About the position

Duties:
The incumbent conducts Open Source Investigation and analysis to produce Open Source Intelligence products that comply with current court standards and case law. They utilize investigative tools to support investigators and senior management, while providing consultative services on Internet investigative techniques and legal processes. They serve as a subject matter expert in Open Source Investigation and Open Source Intelligence, participate in specialized working groups and committees, and contribute to training by developing and delivering the accredited three-day course Introduction to Open Source Internet Research. They maintain a network of internal and external contacts within the RCMP, other law enforcement agencies, and partner organizations to exchange intelligence, share best practices, and address common concerns, thereby enhancing investigative techniques. The incumbent also engages in conferences, seminars, and training opportunities to remain current in the field of Open Source Investigation and Open Source Intelligence, and leads research projects to collect, analyze, and synthesize data for the development of intelligence products.

Intent of the process:
The intent of this process is to staff several indeterminate, full-time positions in Montreal, Quebec. A pool of partially or fully qualified candidates may be established and used to fill similar or identical positions within the RCMP, where the tenure (term or indeterminate), language profile, and/or security clearance may vary depending on the position. Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Conditions of employment

RCMP Enhanced Reliability Status with Top Secret Security Clearance. ❗In accordance with the Treasury Board of Canada Secretariat, Directive on Security Screening (effective January 6, 2025), Canadian citizenship is required to obtain a Top Secret security clearance.

Operational Requirements

• Willingness and ability to work outside of the regular work hours, when required.
• Willingness and ability to work according to an operational availability schedule on week nights, weekends and statutory holidays.
• Willingness and ability to work overtime on very short notice.
• Willingness and ability to testify in court of law.
• Willingness and ability to be exposed to graphic material.

• A secondary school diploma or employer-approved alternatives (see Note 1).

Notes:
The employer-approved alternatives to a secondary school diploma are:
• A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or

Experience in drafting structured reports presenting conclusions and/or results.

Experience of in-depth on Internet and/or in open sources.

Experience in using a wide range of software, including but not limited to: word processing, spreadsheets, and electronic messaging.
