The client is Canada's leading innovation assistance program for small and medium-sized businesses. They help small and medium-sized businesses build their innovation capacity and take their ideas to market through financial assistance, advisory services and connections to the best business and R&D expertise in Canada.
The client has also undertaken a multi-year Business Application Transformation (BAT) project to develop an enterprise CRM to facilitate the client management and G&C application processes of IRAP’s programs. This consolidated solution, built on Microsoft’s Power Platform, will replace legacy systems and allows users to share common data. This initiative will consolidate our existing IT applications (built with various technologies) into one application using Microsoft Dynamics/MS Portals/MS Power BI.
In addition, the client has undertaken a multi-year project called SONAR4d to develop a Business Intelligence solution to collect, aggregate and present specific and timely data on Canadian SMEs. The solution allows the IRAP Industrial Technology Advisors (270+ across Canada) search SMEs by expertise, market focus, and identify possible partnerships.
Primary Responsibilities:
Lead the design of BI solution architectures that align with organizational strategy, ensuring scalability, security, and performance across Power BI, Dynamics 365, Azure, and other enterprise platforms.
Solicit and analyze client requirements for initiatives; create prototypes, perform solution design, and oversee implementation.
Develop and administer Microsoft Power BI, including:
Creating advanced visual reports, and dashboards using Power BI Desktop and/or Power BI Report Builder.
Connecting to diverse data sources (primarily Dynamics 365), importing, transforming, and modeling data for analytics.
Implementing Row-Level Security (RLS) and other data security models in alignment with governance policies.
Publishing and scheduling reports, optimizing for performance, and managing dataset refreshes
Maintain and gradually phase out legacy BI solutions (SQL Server, SSIS, SAP Business Objects) while ensuring data continuity and minimal disruption.
Define and enforce BI development standards, best practices, and naming conventions to ensure consistency and maintainability.
Oversee integration of BI solutions with enterprise applications, APIs, and data warehouses.
Evaluate hardware, software, and cloud services relative to requirements, identifying potential bottlenecks and recommending improvements.
Support cloud migration initiatives to Azure and adoption of Microsoft Fabric for modern analytics.
Leads the development and implementation of IRAP Data Strategy, recommended strategies and initiatives to strengthen support for current and future programs.
Utilize Git for version control, including branching strategies, pull requests, and collaborative workflows.
Work closely with business stakeholders, data engineers, and analysts to design scalable, reusable, and future-proof data solutions.
Stay current with emerging BI, data visualization, and cloud technologies and recommend adoption where beneficial.

Must have 10 years of experience in designing, developing, and governing enterprise BI solutions using MS Power BI and/or SAP BusinessObjects (BO), including report development, and performance optimization for large-scale deployments.
Must have 5 years of experience in developing advanced Power BI architecture, including deployment pipelines, environment separation (Dev, Test, Prod), and hands-on optimization of Power Query transformations, Dataflows, and Semantic Models.
Must have 5 years of experience in SAP BO architecture, including universe design, report governance, scheduling, and optimization for complex reporting scenarios.
Must have 1 year of experience using Git for version control and publishing of Power BI semantic models, including revision management, branch strategy, issue tracking, and deployment of Power BI semantic models.
Must have 5 years of experience in enterprise data warehousing including data modeling, ETL development, SQL optimization, and ensuring data quality and integrity.
Must have 12 years of experience in developing visual reports, and dashboards using Power BI or SAP BusinessObjects.
Must have 1 year of experience in the last 5 years in connecting to a variety of data sources within Power BI, Experience with multiple data sources including common Dynamics data sources
Must have 5 years of experience in the last 7 years in working with Power BI using Tabular Editor and DAX Studio.
Must have 5 years of experience in the last 7 years in administering Power BI, including setting up gateways, managing workspaces, configuring functionality, implementing security and access controls, monitoring usage and performance.
