This role, as with all positions at ITK is 100% in-office,requires being in the office full-timeat 75 Albert Street, Ottawa, ON.

JOB SUMMARY
Under the supervision of the Senior Director, Corporate Services, the Director, Inuit Qaujisarvingat (IQ)- Research is responsible for the strategic direction of the IQ team operations, as well as ensure the department works efficiently towards ITK objectives and interests.
This work includes providing direction on IQ research and services activities, providing strategic advice, to the Senior Director, managing staff, liaising and representing ITK when required and working in consultation with Inuit Organizations and other stakeholders.
KEY ACCOUNTABILITIES
PLANNING / COORDINATION
- Develop and implement the overall policy framework for the Department as well as the annual departmental operational work plans and a budget in consultation with departmental staff and resource people;
- Coordinate the drafting and staffing of research proposals in a timely manner;
- Report as required on the plans to the ITK leadership;
- Maintain current edition of departmental plan;
- Liaise with all Federal, Territorial, Provincial Government Environment departments and Inuit organizations and non-government organizations on research areas;
- Ensure all reports are prepared and submitted in a timely fashion, as required by funding contracts and as requested by the Senior Director and Executive Director;
In concert with the Director of Communications, develop communications strategies with media, governments, and Inuit stakeholders for the Inuit Qaujisarvingat on key issues and policy areas relevant to the work being conducted by the Department.
HUMAN RESOURCES
- Manage all Departmental staff, including contract personnel;
- Assign and delegate authority to Department staff for the management of specific programs, projects and tasks as required;
- Review and revise departmental job descriptions;
- Conduct interviews and make recommendation on selection of department staff;
- Make recommendation on staff salary increments;
- Revise and recommend changes to department structure including new positions;
- Oversee and coordinate the work of all resource people assigned to the department;
- Conduct quarterly staff reviews and annual performance appraisal reports for all employees in the Health department;
Plan and implement individual training and development programs for all Department staff; and
Oversee the activities of the Inuit Qaujisarvingat Working group.
POLICY
- Identify and prioritize key policy areas related to the Department’s mandate;
- Conduct or supervises research;
- Develop position papers on environmental matters and proposes options for Executive review;
- Draft policy for recommendation to the ITK leadership;
- Follow-up after approval on policy area by designing appropriate procedures and securing appropriate resources to implement policy;
Ensure appropriate communications with Regional Inuit Associations as well as media and external government and non-government organizations; and
Liaise, plan and coordinate with other ITK Directors to integrate approaches on issues involving several Departments.
BUDGETING
- Develop annual department budgets;
- Ensure budgets, whether for core operations / programs or projects, are submitted to the appropriate funding agencies;
Responsible for ensuring that the departmental expenses remain within budget amounts; and
Prepares revisions to department budget for review and approval by the Senior Director
AUTHORITY :
- The Director, IQ will have authority to approve invoices and claims which are consistent with approved budget(s) and approved mandate(s) for the department, including its’ programs and projects;
- Authority to expend up to $500 annually for representation purposes is authorized;
REPRESENTATION & RELATIONSHIPS :
Represent ITK, as a staff member of IQ, in meetings and conferences or on committees and working groups among multi-stakeholder audiences (partners of IQ, government departments, NGOs, etc.)
- Must be able develop the capacity to influence colleagues and associates from other organizations and other agencies both government and private on the merits of Inuit issues;
- Must be able to work with officials from Inuit organizations, funding institutions and other agencies both government and private on the merits of Inuit issues;
- Must be hardworking and committed to coordinating, delivery, organizing, and administering the program. The candidate must also have excellent communications and inter- personal relationship skills;
Must be able to work as a team member and as a mentor to other staff; and,
Must be professional and have a good work ethic (punctual and committed to a full work day).
Performs other duties as assigned.
QUALIFICATIONS
KNOWLEDGE AND SKILLS
- Management experience in project management and program delivery;
- Experience in drafting, reviewing and analysis of Government legislation and policy;
- Strong problem solving and analysis capabilities;
- Ability to make decisions and take the initiative;
- Ability to work independently and in a group setting;
- Must have excellent cross-cultural skills and the ability to deal with a diversity of people;
- Must have excellent oral and written communication skills (primarily in English, Inuktitut and / or French would be a definite asset);
- Must be able to operate a micro-computer and software applications such as word-processing, spreadsheets and knowledge of the internet;
Must be able to make formal presentations
EXPERIENCE
12+ years of experience
- Good knowledge of research approaches, processes, methods as they apply to Inuit Nunangat or other aboriginal populations as well as familiarity of Inuit knowledge systems;
- Good knowledge of quantitative and qualitative research principles and applications;
- Experience with information systems and knowledge translation work;
- Strong Understanding of Inuit communities, preferably with experience living and working in a northern community or a rural / developing community in the areas of research;
- In depth understanding of Inuit representational political structure, research landscape of Inuit Nunangat, and awareness of Inuit community needs and values;
- Understanding of broader research issues facing Inuit (including multi-faceted aspects related to Inuit and health, environmental, socio-cultural, economic development issues);
Working knowledge of Inuit land claim agreements and related legislation and policy frameworks.
EDUCATION
An advanced degree (Master’s or PhD) in a relevant field is preferred; a Bachelor’s degree with significant experience will be considered
OTHER INFORMATION
- Work is very complex, often managing several important projects concurrently;
- Incumbent is provided a great extent of latitude in making project decisions;
- Makes project and program recommendations to the Senior Director;
- Operational direction is provided by the Supervisor;
- Could undertake extensive travel and meetings;
- Consequence of error will impact on operational success;
- Politically sensitive issues may become stressful;
Intensified timelines when workload is large; and
Frequent short notice deadlines.
