Organizational Setting

The Bureau of Administration and Services (ADB) plays a lead role in the efficient and effective administrative management of the Organization by ensuring the provision of high-quality physical and human resources, applying the highest standards of work ethics and conduct, and using results-based management skills and tools to support the Organization in implementing its Strategic Objectives in order to serve all stakeholders of the world aviation community. ADB is responsible for the coordination and administration of the following administrative and management services: human resources management (HRM); information management, web management and ICT services; building management and conference services; document and record management; language and publications services; secretariat services for the ICAO Assembly and Council; revenue-generating activities; and travel services. As part of ICAO’s Transformation Objectives, the Human Resources Branch within the Bureau of Administration and Services (ADB) spearheads strategic projects and initiatives for People and Culture transformation. This is achieved through the initiation of the People First strategy, which serves as the cornerstone for a new HR and reshaping people and cultural transformations. The strategy aims to support key initiatives related to People Growth, Organizational Effectiveness, and the Employee Experience. These initiatives will enhance organizational agility, foster a positive culture, and elevate employee engagement.

Major Duties and Responsibilities

Learning and Development

  • Implement a Strategically Aligned Learning Portfolio, Informed By Organizational Needs And Best Practices, Effectively Sourced And Delivered To Enhance Staff Competencies And Support Long-term Organizational Effectiveness.
  • Conduct learning needs analysis and sourcing appropriate interventions to address identified gaps.
  • Identify, design, and implementation of learning and development initiatives, including leadership development programmes, managerial training, and related corporate learning offerings.
  • Preparation and curation of learning materials tailored to distinct staff groups and organizational needs.
  • Effective coordination and execution of the corporate training programs.
  • Collect, analyse, and synthesize data and research inputs to inform the design, monitoring, and evaluation of learning interventions.

Performance Management

  • Contribute to the review and continuous improvement of the performance management framework, including developing guidelines for implementation of Quantum performance management module and performance management policy changes.
  • Provide guidance and technical support to managers and staff in the application of performance management procedures.
  • Planning, design, and facilitation of workshops and information sessions on performance management.

Talent Development

  • Implementation of talent development initiatives, including 360-degree assessments, coaching, and related capacity-building programmes.
  • Provide support in the operationalization and integration of the competency framework into HR processes and talent-related activities.
  • Prepare reports and analytical to monitor progress and assess the effectiveness of talent development initiatives.
  • Conduct data analysis and research to support evidence-based decision-making across talent development projects.

Qualifications and Experience

Educational Background

  • Essential – A first-level university degree in human resources management, organizational development, business administration, or a related field.
  • Desirable – An advanced university degree (master’s level or equivalent) in any of the above disciplines or in a closely related area.

Professional Experience

  • Essential – A minimum of five (5) years of progressively responsible experience in human resources management (HRM).
  • Essential – Experience in implementing end-to-end HR projects.
  • Desirable – Experience in training design, learning programme implementation, or capacity-building initiatives.
  • Desirable – Experience in coaching or holding a relevant coaching certification.
  • Desirable – Certification in a recognized leadership, psychometric, or behavioural assessment tool.

Language Skills

  • Essential – Fluent reading, writing and speaking abilities in English.
  • Desirable – A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Conditions of Employment

Consultants will be held to the highest ethical standards and are required to sign a Code of Conduct and an individual declaration of independence (or statement of confidentiality) upon acceptance of the assignment. The duration of this assignment is 11 months, with possibility of extension. Please note that the Daily rate for Band C varies from CAD 402 to CAD 578.
