Job Overview
The Lead, Infrastructure Services supports the Real Property Planning and Management Branch. Reporting to the Regional Operations Maintenance Manager, the incumbent will supervise, mentor, and support a team of three or more Contract Administrators, while providing technical leadership and collaborating with stakeholders to define project scopes, timelines, and budgets. The role includes oversight of infrastructure safety and health requirements, hazardous waste storage and disposal, contract renewal processes, and the RFP lifecycle.
Responsibilities
- Supervise, mentor, and develop a high‑performing team of Contract Administrators.
- Provide technical leadership for infrastructure maintenance, repair, and recapitalization projects.
- Coordinate contractors and service providers to schedule and execute maintenance activities with minimal operational disruption.
- Oversee management of hazardous waste storage, removal, and disposal in compliance with WHMIS, OHS, and TDG regulations.
- Conduct regular site and grounds inspections, develop estimates, and recommend remedial work.
- Lead the contract renewal process, reviewing scopes of work, and provide technical recommendations for contract changes.
- Support the RFP process, including contract evaluation, preparation, tendering, and contractor performance monitoring.
Qualifications
- College diploma in Architectural, Mechanical Engineering, Electrical Engineering Technology or a related discipline.
- Significant experience supervising and leading technical or administrative staff.
- Experience managing multiple service contracts, including scope development, tendering (RFP preparation and evaluation), and contractor performance monitoring.
- Experience coordinating and overseeing infrastructure maintenance, repair, and recapitalization projects, including scheduling, budgeting, and building code compliance.
- Experience managing hazardous waste storage, removal, and disposal processes in compliance with WHMIS, OHS, and TDG regulations.
- Experience applying project management principles to plan, execute, and close projects within budget and schedule with minimal operational disruption.
- Experience inspecting facilities, grounds, and building systems to identify deficiencies, recommend remedial action, and prepare cost estimates.

- Microsoft Office and SAP ERP usage.
Technical Competencies
- Knowledge of federal procurement processes and RFP development.
- Understanding of policies, legislation, and terminology related to service contracts and contract administration.
- Familiarity with building codes, construction safety standards, and best practices for maintenance projects.
- Knowledge of road, water main, storm, sanitary, and fire protection systems.
- Expertise in hazardous waste handling, storage, removal, and disposal regulations.
- Knowledge of landscaped area maintenance policies, including snow removal, vegetation management, and wildlife control.
- Ability to coordinate multiple infrastructure projects while meeting deadlines and budget requirements.
- Skill in developing cost estimates, technical specifications, and contract recommendations.
- Proficiency in site inspections, identifying deficiencies, and recommending remedial actions.
- Ability to manage contractor work for quality, safety, and compliance.

Compensation and Benefits
Annual salary range :
$83,435 to $107,838
per annum. Bilingual employees receive a $800 annual Bilingualism Bonus. Additional benefits include a pension plan, health and dental coverage, disability and life insurance, office closure at the end of December, and other well‑being supports.
