Intent of the process

The intent of this process is to staff two (2) Programmer Analyst positions indeterminately in Gatineau with possibility in the regions mentioned above.

A pool of qualified candidates will be created to fill future vacancies on an indeterminate or term basis with various linguistic profiles and / or various security requirements within the public service Commission.

Other government departments may use the pool upon the PSC's approval. By applying to this process, you consent to your personal application-related information being shared with other government departments interested in staffing similar positions.

The Public Service Commission has begun its Transition Plan to Hybrid Work. Employees are currently required to report at a Public Service Commission (PSC) office building at least once a week.

Gradually by April 1, 2023, employees will be required to work from the office at least two days a week and will have the option to telework the rest of the week, subject to operational requirements.

We will therefore continue to rediscover the value of shared in-person experiences that are essential to cohesive, collaborative, and high-performing organizations.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education :

The minimum standard is :

ED1 : Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Experience :

EX1 : Significant* experience developing applications in a professional environment with one of the following programming languages : Java, C#, JavaScript, ReactJS, or Python

Significant is defined as depth and breadth of experience normally associated with performing those duties for a period of at least one year.

EX2 : Experience with relational databases and Structured Query Language (SQL)

EX3 : Experience working in one of the following fields : Web application development, micro-service development or cloud-based solution development

EX4 : Experience testing web based and / or client server application

The following will be applied / assessed at a later date (essential for the job)

English or French

Knowledge :

K1 : Knowledge of Version Control such as GIT

K2 : Knowledge of object-oriented programming (OOP)

K3 : Knowledge of software development best practices

K4 : Knowledge of common data structures and algorithms

K5 : Knowledge of structured query language (SQL)

Abilities :

AB1 : Ability to plan and organize

AB2 : Ability to communicate effectively in writing

AB3 : Ability to communicate effectively orally

Degree equivalency

Experience using Micro-services

Experience designing cloud-based solutions using Azure

Experience with automated build and testing tools

Experience writing integration and unit tests

Knowledge of Agile philosophy and SCRUM methodology
