Intent of the process

Fisheries and Oceans Canada is looking for dynamic and dedicated individuals to be part of our team of IT professionals from coast to coast.

The intent of the process is have an established pool of qualified candidates with various linguistic profile requirements, locations and security clearance for future appointments.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education

Graduation from a two-year program of study from a recognized post-secondary educational program in Geographical Information Systems, Computer Science, Information Technology, Information Management or another specialty relevant to the position being staffed.

Notes :

1.Indeterminate incumbents of positions in the IT Group on December 11, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and / or experience.

They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT Group.

2.Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and / or experience.

They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

3.It is a recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.

Candidates will be required to submit proof of education during the assessment phase of the staffing process.

4.At the manager’s discretion, an acceptable combination of education, training and / or experience may serve as an alternative to the minimum education stated above.

Whenever the minimum education is met using this alternative, it is met for the specific position only and must be reassessed for other positions for which this alternative has been specified by the manager.

5.Foreign educational credentials must be assessed by a recognized credential assessment service. If the candidate has been educated outside of Canada, it is the candidate's responsibility to have his or her certificates and / or diplomas assessed against Canadian educational standards.

Experience

Recent experience in Developing or Maintaining GIS Solutions.

Recent is defined as experience within the last (3) years.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Education

Professional certification in one or more of the following IMIT areas : ITIL; Security; Microsoft; Oracle; Unix / Linux, Project Management, Business Analysis, Cloud, Mobile App Development, etc.

Experience

Significant* experience in working with Geographic Information Systems (GIS).

Recent experience in all phases of the Systems Development Lifecycle (analysis, design, build, test and support).

Experience constructing, deploying and maintaining enterprise GIS systems using ESRI products.

Experience in application development using JavaScript, Python, Java or .NET technologies.

Experience developing and / or supporting GIS web applications in a Cloud Environment (Azure, AWS, etc.).

Experience developing web services (e.g., WMS, WFS).

Experience developing web mapping applications using Geocortex.

Experience developing, maintaining or supporting web-based information systems following Government of Canada web development standards including, but not limited to, Standard on Web Accessibility, Standard on Web Usability or Standard on Web Interoperability.

Experience transforming user requirements into technical concepts.

Experience writing technical documentation in a fluent and consistent manner.

Experience working with Agile development methodologies.

Significant* is defined as the breadth and depth of experience normally associated with having performed a broad range of various, complex related activities over a period of approximately 2 years.

Recent is defined as experience within the last (3) years.

Knowledge

Good knowledge of trends and best practices with respect to GIS application design and development.

Good knowledge of relational database management systems, SQL and integration with web applications.

Knowledge of software engineering concepts, methodology, and practice, including Object Oriented analysis and design, testing etc.

Knowledge of designing, building and maintaining geomatics data storage solutions.

Abilities

Adaptability (Ability to manage change)

Ability to communicate effectively in writing.

Ability to communicate effectively orally.
